Johnson <br />1043 Linden Lane <br />Page 2 of2 _______________ <br />Site Plan Issues <br />The primary issues as noted in 1992 were potential drainage problems that may occur due to the <br />Increased hardcover in the 75-250 ’ setback. Secondly the increased length and steepness of the <br />driveway could create some runoff and access problems for the property. The approved plan <br />shows a proposed driveway that would average a 12% slope. The City does not have a standard <br />slope for a driveway, out generally a driveway sloping 10% or less is recommended. <br />Review of Hardcover <br />The previous approval allowed hardcover in the 0-75 ’ zone of 7.2%, where 8.9% exists. In the <br />75-250 ’ zone, hardcover will increase from 22.1% to 40.5% where 25% is allowed. In the 250- <br />500’ zone hardcover reduces from 76.1% to 23.3% where 30% is allowed. <br />The balance of hardcover moving closer to the house is due to the driveway extension and <br />construction of a garage attached to the house. Except for the driveway, all parking areas and the <br />detached garage located near the street would be removed. <br />In 1992 the Planning Commission voted 4 to 3 to recommend approval of the application. The <br />primary concerns were the length of the driveway, potential drainage problems, steep driveway, <br />and amount of hardcover in the 75-250 ’ zone. Council adopted Resolution No. 3186 by a vote of <br />3 to I approving variances. The resolution included language that allows the City Engineer to <br />monitor the drainage situation on the property. <br />Planning Commissiop Recommendation <br />The variance renewal application was recommended for approval by a vote of 6 to I. The <br />primary concerns the Planning Commission addressed were drainage and the condition of the <br />building foundation. The approval of the variances was based on the information the Planning <br />Commission received that the foundation was in good condition and would not need replacement. <br />The applicant was notified that any structural work to the foundation would require a new <br />variance application for new construction. <br />Staff Rccummendation <br />Stafll'recommends approval of the application subject to the following conditions: <br />1 . The site plan shall be in conformance with the site plan approved with Resolution <br />No. 3186. <br />2. The City Engineer resenes the right to monitor the drainage situation on the <br />property. The City may require modifications to the site that will protect the <br />applicant’s property and surrounding properties. <br />3. Any replacement to the existing foundation beyond the approvals granted in 1992 <br />shall require a new variance application.
