9. <br />12. <br />13. <br />development of Outlet A results in the need for expansion greater than can be <br />accommodated south of the utility corridor, a second ponding cell could be <br />developed to the north of the utility easement. The area of Outlet A that will <br />be undevelopable due to casements for existing wetlands, wetland mitigation, <br />stormwater ponding and sewer and water utilities is approximately 1.74 acres, <br />leaving 1.68 acres in Outlet A for future development. A portion of the 0.38 <br />acre area of the utility corridor could be usable for roadways or driveways <br />serving development in Outlot A. <br />Although the property has not yet been rezoned to conform with the 2000-2020 <br />Community Management Plan, proposed Outlot A is large enough (exclusive of <br />the necessary easements to accommodate wetlands, wetland mitigation, stormwater <br />ponding and utility easements) to accommodate reasonable future residential <br />development at the guide-planned density of 2-3 residential units per acre. <br />Lot 1 will access directly west to Willow Drive per the approved Fire Station <br />site plan, and will also gain access to the new public road south of Lot I. <br />Outlot A will gain access to Willow Drive via the the new public road south of <br />Lot 1. <br />The City expects that in the future the new public road will be extended into <br />Outlot A either as a public road or a private driveway as part of a future <br />development. There is no intent at the present time to extend the new’ road <br />eastward to connect with roads in Long Lake, however, the “outlot" status of <br />Outlot A allows for decisions on the ultimate road configuration to be deferred <br />until Outlot A is developed. <br />Because the Fire Station is a municipal building which creates no new impact <br />on park use or park needs, it is appropriate to waive the Park Dedication <br />requirement for Lot 1. Because the future use of Outlot A is not determined. <br />Park Dedication requirements for Outlot A should be deferred until such future <br />time that Outlot A is developed. <br />Because the Fire Station site -will be approximately 60% hardsurfaced, the station <br />will have stormwater impacts potentially even greater than if the site was used <br />for residential development. Ther"'ore, the Fire Station shall be subject to the <br />Stormwater and Drainage Trunk «e per Orono Municipal Code Section 3.22. <br />Page 3 of8
