(1.02 acre) <br />List of Exhibits: <br />A <br />B <br />Resolution <br />Staff Report and Exhibits of 2/19/2002 <br />Application Summary: In September 2001 the City Council adopted, on consent. Resolution <br />No. 4693 for Richard and Jane Stark to grant the renewal of variances to permit construction of a <br />four stall garage and additional living area to a one level residence at 815 Partenwood Road. The <br />original variance was granted in 1997 and was renewed in 1998,1999,2000 and 2001. Richard <br />and Jane Stark bought the property in 2001 and were the owners when the variances were <br />renewed in 2001. <br />The applicants builder, Ron Lauer, applied for a building permit and when the plans were <br />reviewed there was a conflict w ith the amount of hardcover in the 0-75' setback zone versus the <br />amount approved. The plans had a larger amount than the approved plan. The owner agreed to <br />remove the excess hardcover. <br />On February 11,2002, City Council reviewed this application and by a 3 to 0 vote directed staff <br />to bring the application to Planning Commission for further review. Council members stated <br />they did not have concerns with the changes but because the site plan is different than previously <br />appro\ed. Planning Commission should review the changes, make the appropriate <br />recommendation and then go forward to the City Council for final action. <br />It was during these discussions which the property owTiers decided not to construct the addition <br />on the east side of the residence. Instead, they proposed slightly larger decks and changing one <br />of the decks into a screen porch, both are on the lakeside of the residence. <br />The proposed changes are as follows: <br />1. Addition (“A”) on the east will be not be constructed. <br />Approved for 344 s.f. <br />Decrease of 344 s.f. <br />2. Deck “B” will be a screen porch. <br />Approved for 84 s.f
