To: <br />From: <br />Dale: <br />Subject: <br />Chair Ha\\'n and Planning Commission <br />Ron Moorse, City Administrator <br />Mike GafTron, Planning Director <br />February 15,2002 <br />#2755 City of Orono, 340 Willow Drive North - Long Lake Fire Station <br />1) Conditional Use Permit for Hose Tower <br />2) 2-Lot Subdivision including Setback Variance <br />Site Area: 6.17 acres including Willow Dnve <br />Zjonlng District: RR-IB, Single Family Rural Residential, 2-acre minimum <br />Comprehensive Pian: The area east of Willow Drive to the Long Lake border, south of the railroad right-of- <br />way and north of Watertown Road, is guided for single-family residential use at a density of 2-3 units per acre. <br />Thsi area was added to Orono’s MUSA with the recently adopted 2000-2020 Comp Plan. <br />Summary of Request <br />The new Long Lake Fire Station will be located <br />on property in Orono at 340 Willow Drive <br />North. This property was purchased by the City <br />of Orono with the primary intent of providing a <br />fire station site approximately 3 acres in area, <br />per the agreement between Orono and Long <br />Lake. The remaining easterly portion of the site <br />is intended to be divided off, creating a building <br />site to be owned by Orono and likely used for <br />residential purposes. <br />As a municipal building owned in part by <br />Orono, the Fire Station is a permitted use in this <br />residential zone, with no specific code <br />requirement for a formal site plan review by <br />Planning Commission. For purposes of <br />applying appropriate development standards to <br />the Fire Station development, it is being <br />considered most similar to an institutional use <br />such as a church or a school. The general <br />performance standards which apply to similar <br />development in residential zones will apply, <br />such as the standard 30* height limitations, 50* <br />building setback from all lot lines, 10' parking <br />setback, etc. <br />The site planning and building design process <br />has resulted in a plan which meets Orono’s <br />development standards with the exception of <br />two items: <br />1) The existence of delineated wetlands along <br />the south boundary has resulted in the road being <br />placed slightly further north on the site than <br />originally anticipated, and it will curve northward as <br />it nears the rear of the fire station site. This results <br />in the need for a setback variance for the station. <br />The setback from the south side of the building to <br />the proposed road right-of-way is 40’ instead of the <br />required 50'. <br />2) The fire station building plans include the <br />possibility (as a bid alternate) of a 20'x22' hose <br />tower with flat roof extending to a height of 34*-8" <br />above grade where the maximum allowed height is <br />30'. This tower could be allowed only via a <br />conditional use permit per Zoning Code Section <br />10.75, Subd. 1. <br />~“"T; « .
