MUSA - Waiver <br />Metropolitan Council Referral File No. 18392-3 <br />Metropolitan Council District 3, Mary Hill Smith (952-475-1388) <br />Dear Mr. Gaffron: <br />The Metropolitan Council received the Old Long Lake Road comprehensive plan amendment on <br />March 24 2003 and found it incomplete on April 2,2003 because it lacked r^n intercommunity <br />agreement with the City of Wayzata. On September 15, 2003 the Council i iceived a signed copy <br />of the intercommunity agreement and found the amendment complete for review. The <br />amendment proposes to extend the Metropolitan Urban Service Area (MUSA) to serve eight <br />developed single-family lots in an 1 8-acre area. Of the eight lots, five do not have alternative <br />septic sites and one is currently non-conforming which requires removal. The amendment would <br />allow for the removal of existing septic systems by providing wastewater services to the <br />properties, when needed. <br />At its May 24, 2000 regular meeting, the governing body of the Council identified certain types <br />of local comprehensive plan amendments that may be reviewed by Council staff without fuither <br />formal review by the governing body of the Council. Council staff applied the plan review <br />waiver criteria established by the Council ’s governing body and finds that the amendment is in <br />conformance with riKtropolitan sv'stem plans, consistent w ith the Regional Blueprint, and has no <br />impact on the plans of other units of local government. Therefore, the CoutKil will waive further <br />review and the City may place this amendment into effect. <br />The amendment, explanato«y materials supplied and the information submission form w ill be <br />appended to the City's Plan in the Council ’s files.
