Public Services Director's Report <br />Item Description: Approve MNDOT Payment-Old Cry stal Bay Road Pavement Project <br />This request for payment from MNDOT is per the terms of a Cooperative Agreement with MNDOT <br />for the Old Crystal Bay Road- TH12 to Fox Street Pavement Project that was previously approved <br />by the Council. <br />Project Description <br />The existing Old Crystal Bay Road bridge over the BNSF railroad tracks will be replaced as part of <br />the new TH 12 bypass project. This work is scheduled for the year 2004 -2005. The pavement on <br />Old Crystal Bay Road is nearing the end of its service life and needs to be reconditioned within the <br />next several years. The last major work completed on this road was a State Aid-funded pavement <br />overlay project in 1984. The completion of pavement reclamation is a better solution than an overlay <br />of the existing pavement because it eliminates the reflective cracking through the new overlay. The <br />existing pavement has numerous transverse cracks which would reflect through the new overlay <br />within several ycais. Also, included in tliis project will be paving of the shoulders. This will <br />eliminate the current maintenance costs associated with the gravel shoulders and will also reduce the <br />amount of crushed rock shoulder material that ends up the adjacent yards from snow plowing <br />operations. The edge of the travel lanes will be striped, and the paved shoulders can then be used for <br />bicyclists. Some higher speed bicyclists prefer to ride on the shoulder instead of the trail. This <br />reduces the number of bicycle/pedestrian conflicts on the adjacent trail. A right nmt lane will also <br />be added for northbound Old Crystal Bay Road to eastbound Highway 12. Addition of this turn <br />should reduce the morning rush hour traffic backups at the signal. <br />The Cooperative Agreement with MNDOT links this project to the Highway 12 project in order to <br />improve coordination and limit the potential for conflicts between contractors working in the same <br />area. The plans and specifications for the Old Crystal Bay Road Pavement Project were included in <br />the Highway 12 bid package, and this work will be completed by Ames Construction under the <br />Highway 12 construction contract. <br />Page 1 of 2 <br />n
