-------------------- <br />SEP 0 8 2005 <br />oil» ur OHONO <br />REQUEST FOR COUNCIL ACTION <br />DATE: September 4,2003 <br />ITEM NO: 2.3 <br />Department Approval: <br />Name Ron Moorse <br />Title City Administrator <br />Administrator Reviewed:Agenda Section: <br />Cit>' Administrator's Report <br />Item Description: Citizen Complaint Regarding Drainage and the City's Right-of-Way Lane <br />on Ivy Place <br />Pamela Wilson, of 3508 Ivy Place has requested an opportunity to address the Council regarding her <br />concerns related to the maintenance of a swale in a City right-of-way lane adjacent to her property. <br />Several weeks ago, Ms. Wilson contacted the City regarding stormwater run-off damaging her <br />landscqiing and threatening her home. The Wilson home is located at the lowest point on Ivy Place, <br />lower than the City right-of-way lane. The stormwater was coming off of Ivy Place and through a <br />culvert to the City right-of-way lane, and into a swale, which was to carry the water past Ms. <br />Wilson ’s driveway and home. Please see the attached maps showing the right-of-way lane and the <br />Wilson property, as well as the relationship between the Wilson ’s driveway and the right-of-way <br />lane. <br />Over the years, the swale had been filled in by silt, as well as by the disposal of debris into the lane <br />by the adjacent neighbors. The lane had also been overgrown with buckthorn and other vegetation. <br />The City’s Public Works crew cleared and regraded the swale to provide proper drainage. The crew <br />also sodded the swale, as called for in our best management practices for water quality. Staff also <br />returned to clear a large amount of clay that had eroded from the property across the street, and <br />resodded the bottom of the swale. Staff also removed a large buckthorn shrub as requested by Ms. <br />Wilson. The swale now provides proper drainage past the Wilson house. <br />COUNCIL ACTION REQUESTED: <br />No action required. <br />i
