REQUEST FOR COUNCIL ACTION <br />StP U 6 2003 <br />CITY OF ORONO <br />DATE: Sept. 4,2003 <br />ITEM NO: I I <br />Department Approval: <br />Name Greg Gappa <br />Title Public Services Director <br />Administrator Reviewed: Agenda Section: <br />Public Services Director’s ReportP/ <br />Item Description: Stonebay Development-Kelley Parkway Streetlights <br />One of the requirements in the Development Agreement for this project is that the developer is <br />responsible for the payment and installation of street lights along Kelley Parkway through a <br />construction agreement with Excel Energy. The City will then be responsible for the future <br />maintenance and operation of the Kelley Parkway lights. We are requiring that the lights be installed <br />per the terms of a construction agreement with Excel Energy so the City can then have Excel Energy <br />maintain the lights under a maintenance agreement. Excel Energy will not maintain any lights that <br />are not installed through an agreement as the company wants to ensure that high quality lights are <br />installed to reduce future maintenance costs. Operation and maintenance of the streetlights on the <br />private roads in the development w ill be the responsibility of the homeowner ’s association. <br />There are several different styles of light fixtures and poles available through the Excel Energy <br />program. Information on these fixtures and poles is attached for Council review. Also, enclosed is <br />information on potential street light styles for the private streets in the development. This <br />information was submitted by the developer for consideration during the review process for this <br />project. However, no formal Council action was taken on the selection of a light fixture style for <br />either the private road or Kelley Parkway street lights. <br />We are requesting that the Council review- and discuss the desired fixture style for the Kelley <br />Parkway and the street lights in the development. Although the street lights on Kelley Parkway and <br />the interior street lights in the development would not have to be exactly the same, some consistency <br />between the interior and exterior light fixture styles should be maintained. <br />The streetlights along the entire length of Kelley Parkway should all be the same. The development <br />agreement for the new dental office also requires that the developer install street lights on Kelley <br />Parkway through an Excel Energy agreement. We are also recommending that the City install the <br />same streetlights along our Kelley Parkway frontage. <br />Staff Recommendation Regarding Fixtures <br />The two key elements of the streetlight fixtures decision are whether the lights should be shielded, <br />so that the light is focused downward, and whether the fixtures should be decorative or “classic”. <br />It is staffs recommendation that the streetlights should be shielded, and should be decorative. Staff <br />has reviewed the streetlight styles with the Stonebay developer. Both staff and the developer prefer <br />the “Domus” style, subject to confirming that the dome is metal vs. glass, so that it does provide for <br />downcast lighting.
