1 <br />Coi ------ <br />JUL 1 4 2003 <br />REQUEST FOR COUNCIL ACTION CITY OF ORONO <br />Date:7/14/03 <br />Item No: \(p <br />Department Approval: <br />Name: Stcphany Good <br />Title; Chief of Police <br />Administrator Reviewed; Agenda Section: <br />Item Description: Appointment of Police Department Volunteer Services Coordinator <br />DISCUSSION <br />1) The Orono Police Department (OPD) would like to create and maintain a coordinated, <br />effective approach to volunteer programming which integrates available local resources with the <br />needs of the department and the community. THE OPD would like to accomplish this through <br />the appointment of a volunteer services coordinator who would provide these services on a <br />volunteer basis. <br />2) The plan to achieve this objective will include the following tasks: <br />• Survey peer organizations’ approaches to volunteerism including reserves, <br />internships, and other volunteer programs <br />• Seek input from community resources who have expressed interest in involvement <br />with the OPD, and engage them in an ongoing volunteer effort where ig>propriate. <br />• Survey officers and staff of the City of Orono in a formally prepared survey and in <br />follow-up discussion regarding the existing reserves program and prepare <br />recommendations for any program changes <br />• Prepare documentation of purpose, expectations and training material for any <br />additional volunteer programs created through this effort <br />The project deliverables will include new or updated bylaws, training materials, and/or statement <br />of purpose for all volunteer efforts, distribution of surveys and revisions of roles and <br />expectations, revision implementation. <br />3) The measures of outcome will include a follow-up survey of officer satisfaction with support <br />services provided by any volunteer/reserve program, and a volunteer survey to detennine whether <br />there is a clear understanding of expectations or to identify specific needs for further <br />clarification. <br />4) The police department seeks council approval in appointing Orono resident, Stephanie <br />Grande as the volunteer services coordinator on a pilot project basis for one year with <br />continuance based on positive evaluations. No salary and no benefits are offered for this <br />volunteer position. <br />COUNCIL ACTION REQUESTED <br />Motion to appoint Stephanie Grande as the Orono Police Department Volunteer Program <br />Coordinator.
