«0^290l CMTMkjnvaRoMl <br />May 15.2003 <br />Pace 4 <br />iMues for Conilderation <br />1.The proposed new construction exceeds the maximum hardcover allowed in the 75-250' <br />zone. <br />2.The City has in recent years has been fairly consistent in limiting 75-250* hardcover to the <br />established 25% limit for new construction, except where variance denial would make a site <br />unbuildable or where substantial hardships exist. Is there a hardship inherent to this property <br />that would support a hardcover variance? <br />3.The property to the south was redeveloped with a new home in 2001 without the need for a <br />hardcover variance. That lot is 85* wide, applicant's lot is 64' wide, so the applicant’s 75-250' <br />zone hardcover allowance (2840 s.f.) is substantially smaller than that of the neighboring <br />home (3720 s.f). <br />Staff Recommendation <br />Staff makes the following recommendations: <br />• Approval of the variances for lot area and lot width based on the fact the lot is developed as a <br />single family dwelling, has been provided sanitary sewer service and it would not be possible to <br />acquire additional land to create a conforming lot. <br />• Denial of the hardcover variance for hardcover in excess of 25% in the 75-250' zone, based on the <br />fact that a house could be constructed on the property meeting the 25% limit. <br />• Tabling of the application for revisions to meet the 25% limit, and for submittal of a revised <br />grading and drainage plan addressing the concerns of the City Engineer. <br />Options for Action : <br />1. Recommend partial approval per staff recommendation, table for revisions. <br />2.Recommend approval for all requested variances, stating supportive hardships, table for <br />grading plan revisions. <br />3.One of the above but send on to Council subject to revisions and/or jading plan approval <br />prior to Council review. <br />4.Other action. <br />i
