i <br />Request for Council Action continued <br />Page 3 of 3 <br />May 20, 2003 <br />Solicitors and Transient Merchants • Ordinance <br />2. <br />3. <br />4. <br />5. <br />registering of those going from place*to-pIace to exercise their constitutional rights (i.e., <br />freedom of speech, religion), all references specifically related to licensing or registering of <br />both business and contribution solicitors have been deleted. <br />Additional application information will be required (Subd. 3-C of the attached draft <br />ordirumce). <br />A license exemption has been added for charitable, religious, political or educational <br />organizations with a majority of their membership made up of residents of the City (Subd. <br />3-G-3). <br />A subdivision relating to the grounds for denying a license has been added (Subd. 4 of the <br />attached draft ordinance). <br />The hours that peddlers, solicitors or transient merchants may conduct business has been <br />prohibited before 8:00 a.m. or after 8:00 p.m. (Subd. 7-D of the attached draft ordinance). <br />Attached is a proposed ordinance amending Orono Code Section 5.30, Solicitors and Transient <br />Merchants. The ordinance is based on the Minnesota Basic Code, as well as the existing City Codes, <br />and reflects the above-noted changes. A draft Application for Peddler or TransientMerchant License <br />is also attached. <br />COUNCIL ACTION REQUESTED: <br />Motion to adopt the attached ordinance amending Orono Code Section 5.30, Solicitors and Transient <br />Merchants, and to approve the attached “Application for Peddler or Transient Merchant License.” <br />'.V
