The property has a substandard septic system <br />and cannot upgrade that system to serve a 3 bedroom house. <br />The applicant subsequently revised his plans to result in no <br />additional bedrooms and relatively minor modifications to <br />the existing house, which has resulted in a Planning <br />Commission recommendation for approval. <br />There have been a significant number of residential <br />additions needing no Council review, for which staff issued <br />building permits conditioned on upgrading or replacement of <br />septic systems. This is a standard practice, and I would <br />estimate that we average one such situation per year which is <br />suitably resolved by replacing or repairing an existing system. <br />/!
