The applicant proposed a lot line <br />rearrangement between two existing substandard residence <br />parcels. Staff contended that the lot line rearrangement <br />would leave the westerly parcel with inadequate area for <br />expansion of the existing septic system should that become <br />necessary. The subdivision request was delayed <br />approximately 1 month pending decisions on the construction <br />of municipal sewers, then was approved upon confirmation <br />that sewer would be installed. <br />5. Pile #1341, Todd Ziesmer, 3440 Bayside Road - Pall <br />1988. The applicant requested a lot width variance to <br />construct a new residence to replace the existing <br />deteriorated residence. In this case, applicant submitted <br />septic testing and design work to show that a primary and <br />alternate drainfield site existed on the property, and <br />applicant was allowed to construct the proposed residence <br />with the use of temporary holding tanka until such time that <br />a decision was made regarding the installation of sewers in <br />Stubbs Bay. If Stubbs Bay sewers do not materialize, the <br />applicant would be required to construct the mound <br />drainfield system as designed. Currently, the applicant is <br />maintaining holding tanks and has a pumping contract on file <br />with the City. <br />6. Pile #1458, Blake Bichanich, 332 Westlake Street - Fall <br />1989. The applicant proposed a second story «:.ddition, <br />increasing the number of bedrooms from one to two. The <br />proposal required a side setback variance. The existing <br />substandard system was functioning adequately, and there was <br />some opportunity for future expansion of that system if the <br />adjacent commonly owned lot was combined. Council approved <br />the additions subject to the applicant agreeing to sign an <br />assessment appeal waiver for the Stubbs Bay Sewer Project, <br />and applicant was advised that if the sewer did not occur <br />and the septic system failed at some point in the future, <br />the applicant would be required to take whatever steps <br />necessary to provide a functional septic system, up to and <br />including installation of holding tanks. The resolutions <br />for this variance have yet to be filed. Applicant is still <br />attempting to obtain signatures from the Contract for Deed <br />holders. <br />7. File #1536, Steve Gardiner, 3770 Bayside Road - Summer <br />1990. This item will appear on Council's August 13th <br />agenda. Briefly, the applicant wished to construct a second <br />story addition to provide a second and third bedroom on this <br />very substandard lot.
