I <br />the house is reduced in size to 33' x 30' (as mentioned above), the hardcover within this zone is <br />maintained at 285 s.f. (28.64%). However, if the house is moved back 5' on the lot, the <br />hardcover in this zone would increase to 420 s.f. (42.21%). <br />Issues for Consideration: <br />1 . The proposed footprint can be adjusted to reflect a smaller footprint, meeting the existing <br />average lakeshore setback, or it can be moved back on the lot 5' to reduce the average <br />lakeshore setback and the rear setback; <br />2. The existing house encroaches 9' into the average lakeshore setback and is located on the <br />east side and rear lot line; <br />3. The proposed house is located 10' from the side lot lines with a staggered front and <br />second story deck to reduce the visual impact on the neighbors; <br />4. The existing culvert requires relocation on the property along one of the side lot lines. If <br />the rear setback is not adequate for the culvert, the house would need to be located to <br />accommodate it by moving no clo.scr to the OHWL of Lake Minnetonka than the setback <br />approved; <br />5. Drainage and utility easements will be required over the relocated storm sewer; <br />6. The majority of the lot is located within the 0-75' setback zone. Hardcov er within this <br />zone can be reduced by shifting the footprint back on the lot, further reducing the setback <br />from the OHWL; <br />7. Other issues raised by the Planning Commission. <br />Staff Recommendations: <br />Staff supports the lot area and lot width variances. Staff recommends that the proposed 40* x 30' <br />footprint be located 5' from the rear lot line, as outlined on the Analysis Worksheet as <br />Alternative #3, to provide enough driveway length to safely park a vehicle. <br />Staff recommends approval of the requested variances for new construction on the lot per <br />Alternative #3, including lot area and lot width variances, with the following conditions: <br />1 . A building of no more than 30’ and no more than 2 '/i stories in height will be permitted <br />to be constructed on the lot; <br />2. The existing culvert must be located prior to discussions with City staff regarding <br />relocation. Prior to obtaining a building permit, a survey showing the proposed relocation <br />of the culvert w ill be required. A drainage and utility easement will be required over the <br />relocated culvert as well. The costs of these improvements will be the flnancial <br />responsibility of the property owner; <br />3. Existing and proposed grading and drainage ways should be shown on plans submitted <br />for a building permit; and <br />4.
