An additional construction entrance should be installed at the proposed temporary access offor Willow Drive to <br />the sales trailer. <br />All slopes three to one (3:1) slopes or sleeper should be blanketed, not mulched, for temporary protection <br />during seed establishment. Blankcu should be a minimum of MnDOT Category 3. The required staple pattern <br />shall be a minimum of 1.S per square yard. <br />There should be some identified channelized (low between housing units. These areas should be protected by <br />blankets or sod. <br />Curb line protection during home construction and after the streets have been paved will be required and should <br />be outlined in the temporary erosion control plan. <br />Limited protection Is shown for the pond/wetland just to the north of the construction entrance off Willow <br />Drive. Silt fence should be added to the NWL of that pond to prevent sedimentation. <br />Heavy-duty silt fence should be installed north of the two proposed units between Bridgewater Drive and <br />Boulder Drive. <br />The first paragraph in Spec section 2370, part 1.05 should be revised to read; "If any portion of the project is <br />expected to be exposed longer than two (2) weeks one (I) week, the exposed soil shall be covered with straw <br />mulch at the rate of 2000 pounds per acre and punched into the soil by rolling a straight set disc over the area. If <br />the soil will be exposed longer than eight-(g) weeks three (3) weeks, the disturbed soil area shall be seeded with <br />perennial rye seed mix at a rate of 75 pounds per acre and mulched. <br />Any pipes or conveyances connecting to flowing water should be stabilized within 200 feet prior to their <br />connection. This is to prevent any conveyance of sediment to the defined wetland areas. Stabilization means <br />blanketed or sodded. <br />The individual(s) responsible for erosion control plan design, and implementation should be outlined and <br />provided to the city engineer prior to construction. <br />Streets shall be swept daily unless otherwise approved by the City. <br />Retaining walls that exceed 4-feet in height require an engineered design and City review and approval. <br />Financial Guarantees: <br />• We have estimated the cost of site improvements (utilities, streets, grading and landscaping) to be $2,696,000, <br />the itemized estimate is attached. The applicant should provide a financial guarantee of 1505b of this amount or <br />$4,044,000 prior to any work on the site. The financial guarantee can be reviewed and reduced periodically as <br />work is completed and accepted. The financial guarantee should never be less than $75,000 until the job is <br />completed and the City has accepted all work. <br />• The developer should provide an additional and separate financial guarantee in the amount of $30,000 to ensure <br />that all monumentation is set or will be set within one year after plat recording in accordance with new <br />Hennepin County policy. The financial guarantee should be held until all required monumentition is in place. <br />• The developer should provide an additional and separate financial guarantee in the amount of $50,000 to insure <br />compliance with erosion conuol measures.
