MN 55323 <br />Re: Stonebay <br />File No. 139-03-000 <br />Plat No. 02-2789 <br />Dear Mike: <br />We have reviewed the final construction plans for the proposed Stonebay development. The site is located in the <br />northwest quadrant of the intersection of Willow Drive and T.H. 12. The proposal provides for a mix of residential <br />housing and future commercial development. We have the following comments in regards to engineering matters. <br />Sanitary Sewer: <br />• All sanitary sewer services should be «-fect deep. Any services less than 8-fect deep shall be adequately <br />insulated. No services shall be less than 5-fcct deep. The plans show sewer service inverts on Cascade Lane and <br />Sandstone Circle with less than 3-fect of cover. These should be revised to prevent fi^eezing and to avoid <br />contlicts with private utilities. <br />• All sanit.iry and water services should be stubbed to the backside of the 1 0-foot drainage and utility casement as <br />shoMu on the plans. <br />Water Main: <br />• The applicant has requested using PVC water main as an alternative to DIP. This is acceptable provided the <br />pipe used meets all specifications that the DIP meets. If PVC water main is used it must be installed uith tracer <br />wire and kll tracer wire shall be tested prior to water main acceptance. <br />• The City wishes to extend the proposed water main on Kelley Parkway southerly within the east 10-foot <br />drainage and utility easement over Outlot D. The applicant should provide a 1 2-inch stub and valve to a point <br />10-fccl south of the southerly Kelley Parkway right-of-way for the City’s funirc extension. <br />• Water mam high points should be eliminated or hydrants added at the following locations: <br />1 . On Boulder Drive 40-fcct east of San. MH-25. <br />2. Near San. MH-9. <br />3. Near San. MH-6. <br />4. Between San. MH-14 and San. MH-13. <br />5. At San. MH-16. <br />6. Bc^veen San. MH-1 5 and San. MH-2. <br />• Stainless steel bolu shall be used on all fittings, joint restraint, valves and hydrants. <br />• A 1 2-mch w s :cr main should be stubbed easterly across Willow Drive to the easterly right-of-way at the Kelley <br />Parkway intersection for future extension to the well house. <br />• 1 he proposed water main between Kelley Parkway and T.H. 1 2 should be 1 2-inch. <br />Storm Server: <br />A drainage area map, storm sewer and ponding calculations should be submitted for our review. <br />The plans should identify the overland emergency overflow (EOF) routes for all wetlands and ponding areas. <br />Spot elevations should be shown along all overland EOF routes including any routes north of the site (Willow <br />View). <br />All storm sewers within the street sections shall have a minimum of 3-feet of cover between the finished street <br />2335 West Highway 36 • St. Paul.
