4. Section 10.22, Subd. 2 and Section 10.56, Subd. 16 (L)(2): Hardcover in 75-250’ setback: <br />To permit 9,117 s.f. (33%) of hardcover in the 75-250’ setback zone where 6,866.25 s.f. <br />(25%) is allowed. <br />Discussion: <br />The applicant wishes to remodel and update the existing residence by attaching the detached <br />garage, adding a second story with dormers and wider overhangs, and converting a portion of an <br />existing deck into a screen porch. <br />New Plan: <br />The applicant has submitted a new revised plan. The changes from the prior plan are noted <br />below: <br />0-75’ setback zone: <br />1,155 s.f. (9.56%) where 0 s.f. (0%) is allowed. <br />Change - Existing deck on lakeside of residence stays. <br />(Increases hardcover by 188 s.f. irom first plan) <br />75-250’ setback zone: <br />9,117 s.f. (33%) where 6,866.25 s.f. (25%) is allowed. <br />Change - Remove 703 s.f. gravel area by driveway. <br />Reducing hardcover by 703 s.f. from first plan. <br />Structure within 75’ of Lake Minnetonka: <br />Screen porch - To be located 70’ from Lake Minnetonka. <br />First plan indicated it would be moved back out of the 75’ setback. <br />Lakeshore Deck: <br />At the Planning Commission meeting in February there was discussion regarding the decks <br />located by the lakeshore. A permit was not issued for the decks themselves. However, in 1994 a <br />permit was issued for a lift which goes from the lakeshore up the hill to tlie residence. The two <br />smaller decks are w here the lift connects to the ground as landings. Air photos from 1993 and <br />1994 show the larger deck connected to the smaller deck. <br />Engineer ’s Report: <br />The applicant did have the structural engineer look at an unfinished wall in the basement. The <br />engineer has indicated the foundation is able to handle the additional load of the second story to be <br />added.
