Gappa
Title Director of Public Services
Administrator Reviewed: Agenda Section:
Public Service's Director's Repon
Item Description: Replacement of West Fmdale Road/ Browns Bay Channel Bridge- Resolution
The existing bridge at West Femdale Road and Browns Bay Channel needs to be replaced. This is
a 1961 construction, single span steel girder bridge, with a timber deck that has been overlain with
asphalt pavement. This bridge has been deteriorating for the past several years, but the condition
was previously not bad enough to qualify for state bridge replacement funding. The recently
completed bridge inspection revealed an accelerated rate of corrosion on the steel support beams.
The recommendation from the bridge inspector and bridge engineers at Bonestreo Engineers is that
this bridge needs to be posted for a 3-ton gross vehicle w eight limit, and that the steel beams at the
abutments be encased in concrete.
Weight limit signs will be installed at the bridge and advance warning signs will be installed at both
ends of West Femdale Road. The east end of this road is in the City of Wayzaia, and they have been
contacted about this bridge weight posting. We have contacted the school bus companies for both
the Orono and Wayzata School Districts and, fortunately, neither district runs school buses on West
Femdale Road.
Public Works personnel will complete the concrete encasement work at the abutments. This is a
relatively simple job, and the forming work will be done now' as there is sufficient ice to allow’ for
completion of the work under the bridge. The concrete fill will be placed as soon as the temperature
is warm enough. Access under the bridge is not required for the concrete work as this material can
be placed through holes in the deck
This bridge now is eligible for state bridge replacement Amding because of the posted weight limit
on the bridge. Council approval of the attached resolution is recommended, so we can begin the
application process for state bridge replacement funding. The estimated replacement cost for this
bridge is $150,000. At this time, we are unsure of the schedule for replacement of this bridge.
As more infomiation becomes avail ible. we will report back to the Council. Tlie ideal situation
w ould be to replace the bridge this : ummer. as there is a lot of construction truck traffic on West
Femdale Road because of lakeshore housing redevelopment projects.
COUNCIL ACTION REQUESTED:
Motion to approve resolution requesting financial assistance from the State of Minnesota for
replacement of the deficient bridge at West Femdale Road and Brow ns Bay Channel.
