GafTron <br />Title: Planning Director <br />Agenda Section: <br />Zoning <br />Item Description: Proposed MUSA Amendment, Old Long Lake Road <br />List of Exhibits <br />A - Memo and Exhibits of 2-13-03 <br />B - Draft Comprehensive Plan Amendment Application Form <br />Pursuant to published legal notice the Planning Commission held a public hearing on February <br />19 and subsequently on a vote of 6-0 recommended approval of the proposed Comprehensive <br />Plan Amendment (Amendment ^1 to 2000-2020 CMP) to add properties in the Old Long Lake <br />Road area to the Metropolitan Urban Service Area (MUSA) per the attached Memo and Exhibits <br />of 2-13-03. <br />At the hearing, one member of the public, Anand Gopin.ith of 705 Old Long Lake Road, spoke to <br />the amendment, questioning whether the City was intending to force connection to the sewer and <br />whether all properties would be assessed, and regarding whether construction of the sewer w ould <br />have a negative impact on the natural character of Old Long Lake Road. Staff responded that I) <br />the Council has not suggested that this project would force the sewer on those who do not want <br />it. and in fact has suggested to the property owner who requested it (Alistair Jacques) that he pay <br />all costs of the project unless he can find additional neighbors w ho would like to be served and <br />are willing to share in the cost. Because any pipe that would serve Jacques would have the <br />potential to serv e others abutting Old Long Lake Road, staff has included those potential <br />properties in the MUSA amendment to avoid future such amendments, but there is no conclusion <br />^and there will be future hearings) as to actual construction of the pipe, who it will serv e, and <br />how the costs will be distributed; and 2) because the pipe is expected to be a directionally bored <br />pressurized line, the extent of disruption to the road surface or vegetation on the shoulders will <br />be minimal. <br />The next step in the process is for the Council to conditionally approve the proposed amendment <br />subject to Mclropolitan Council review and comment, and direct staff to submit th ' amendment <br />to the Metropolitan Council. A draft amendment submittal form is attached for City Council <br />review. <br />.Also see the estimate provided by the City Engineer regarding costs. Estimated total cost to <br />provide the pressure line is just over $41,000, with each owner incurring an additional grinder <br />station and connection cost estimated at $6500-510,000 per connection.
