r <br />ORONO CITY COUNCIL MEETING co... - <br />MONDAY, DECEMBER 9,2002 <br />---------------------------------------JAN 1 3P003 <br />© <br />ROLL CH Y Uh ORONO <br />The Council met on the above-mentioned date with the following members present: Mayor <br />Barbara Peterson, Council Members Bob Sansevere, Jay Nygard, Jim White, and Jim <br />Murphy. Representing staff were City Administrator Ron Moorse, Planning Director Mike <br />Gafl^n, Zoning Administrator Wendy Bottenberg, City Attorney Tom Barrett, City Engineer <br />Glenn Cook, Public Services Director Greg Gappa, and Recorder Alissa Wintemheimer. <br />Mayor Peterson called the meeting to order at 7:02 p.m. <br />CONSENT AGENDA <br />I. Approve/Amend <br />Items 11, 12, 13,14,15,17,18,19,20,21,72,23,24, and 25 were added to the Consent <br />Agenda. <br />Murphy moved, and Sansevere seconded, to approve the consent agenda as amended. <br />Vote: Ayes 5, Nays 0. <br />PUBLIC HEARING <br />2. 2003 Levy Adoption Hearing—Adoption of 2003 Budget and Tax Levy <br />A. Adopt Final 2002 Levy Collectible in 2003—Resolution No. 4902 <br />B. Adopt 2003 General Fund Budget—Resolution No. 4903 <br />C. Adopt the 2003 Special Revenue Funds Budgets—Resolution No. 4904 <br />Moorse stated that the hearing was the final hearing prior to the adoption of the 2003 <br />budget and ta.x levy. The proposed budget reflected an effort to limit expenditures in order <br />to comply with a state-imposed lev^ limit, as well as to deal with other limited revenues, <br />while maintaining current service levels and providing funding for upcoming fire <br />equipment and facility needs. <br />The 2003 General Fund budget expenditures increased by 2.28% over the 2002 budget. <br />The small increase was made possible by significant expenditure reductions, including the <br />elimination of two staff positions <br />The total levy increased by 5.88% over the 2002 Levy. The increase was necessary to fund <br />the General Fund budget and to provide funding for upcoming fire equipment and facility <br />needs. <br />Mayor Peterson opened the public hearing at 7:04 p.m.
