CMP Part 3B. Land Uie Plan <br />EXHIBIT <br />The Mctropolilan Urban Serv ice Area (MUSA) will define <br />the areas of Orono where municipal sewers may be <br />extended. The MUSA will include all parts ofOrono’s Urban <br />Area and may include parts of Orono's Rural Area where <br />appropriate. <br />Orono's land use plans will be baaed upon environmental <br />protection policies. Land use and development must assure <br />the conservation, protection and preservation of sensitive <br />environmental resources in accordance with the goals and <br />policies of the F.nvironmenlal Protection Plan. Land use <br />policies will encourage the wise use and management ot <br />natural resources w**ilc prohibiting their misuse, abuse, <br />overuse or exploitation. <br />Development dcasily will be limited throughout the city to <br />a level which will not overload the natural surface wafer <br />drainage and Piltration system. Urbanization increases the <br />speed and quantity of surface runolT while decreasing the <br />water quality. Enveloped land use densities will be <br />dcicrmirrcd by comparison between known levels of volume <br />and pollution generation and known marshland cap.icity for <br />ponding and nutrient assimilation. To the extent that it is <br />practical and feasible, the City will supplement e.xisting <br />natural avsimilaiion capacities with man<madc ponding areas, <br />but will not allow increases in development density beyond <br />the defined rural density ns a result of such supplementation. <br />The wetlands and marshlands of the city will be protected <br />and preserved as wildlife habitats, as uaique open spaces, <br />and as the only economically practical and truly effective <br />method of flood protection and storm water runoff <br />filtration. Wetlands, drainageways and floodplains will be <br />protected from ciKroachmcnt and from alteration or <br />destrriction by filling, grading, excavation or drainage. <br />Wherever possible, the City will acquire open space and <br />flowagc casements for conservation cTthese lands. <br />Protection of lake resources will allow reasoaable access, <br />use and enjoyment while preventing overcrowding nnd <br />excessive encroachment. In conformance with Orono's <br />Shoreland Management regulations. Orono will prohibit <br />overly dense development within 1.000 feet of Lake <br />Minnetonka. Lake use regulations will be promoted to limit <br />excessive boat density and overuse of sensitive bays. Land <br />use regulations will continue to be developed and fine-tuned <br />to provide reasonable control over building density, land <br />alteration and lakeshore eiKroachment.
