The results of our prior review were documented in a letter <br />to you rlatcd May 26. 1998. Recently, the Woodhill Country Club submitted to City <br />of Orono an application for a conditional use permit amendment. The two principal <br />purposes of this amendment are; l)to acknowledge certoin basic rights of access for the <br />Country Club to Woodhill Avenue and 2) to impose certain restrictions and conditions <br />on the Country Club's proposed use of an access connection to Woodhill Avenue <br />We have carefully reviewed the Woodhill Country Club'a current application In <br />addition, we have reviewed the letter submitted by Edw'ard Axt of the Parsons <br />BrinckerhofTfirm to James McCarthy of the Lindquist ft Vennum firm dated April 30. <br />1999, which documents a traffic study performed by the Parson firm of the proposed <br />/access connection to Woodhill Avenue In c\’aluating the traffic impacts of the Country <br />Club's application, we also have accounted for the following items; information that we <br />established a year ago, current observations on Woodhill Avenue and at the intcrscaion <br />of County Highway 1 5 and Woodhill Country Club Road, and information from <br />Hennepin County regarding improvements to County Highway 15 <br />The results of our current traffic review ire presented in the following sections; <br />• Insufficient study regarding adequacy of accer ^ on County Highway 1 5 <br />• Negative impacts caused by Country Club use of Woodhill Avenue <br />• Possible option of one-wsy in only access <br />• Recommended conditions if City Council approves access <br />• Conclusions
