The property was added to the Metropolitan Urban Service <br />Area (MUSA) in 1987-8S as part ofComp Plan Aniendroent No. 2 pursuant to the Midway 12 Corridor <br />Study. The inclusion was based to a great extent on the site limitations for on-site systems (septic and well) <br />and the potential proximity to sewer and water from the City of Long Lake. <br />It has not been determined at this time whether the Long Lake sewer and water systems have capacity for <br />residential uses of this site at the densities requested. This could be a potential limiting factor in the <br />feasibility of dw proposed use. Any expansion beyond the curreiu use will require agreemems with the Ci^ <br />of Long Lake. <br />The 1987 Highway 12 Corridor Study identified this property and adjoining properties to the east and <br />south as the “Eastern Portion” ofthe Corridor study area. The 1987study considered these propertio as <br />‘Yelatively small in area with significant development constraints including topography, wetlands and <br />transportation access limitations. These areas were included in the study because they could have <br />deyelopmcnt pressures not unlike areas to the west” The 1987 study also ideates, in its Summarvof <br />with the expectation that probable uses would likely iiKlude those currently permitted as conditional uses <br />in the rural residential zone”. <br />Proximity to Existing Urban Services <br />The property is more than one mile from the urban services considered in the 2000-2020 CMP as critical <br />to development ofhigher density housing, such as nearby commercial uses (retail and service uses) and <br />public transportation. Walkability to such services was also considered in establishing the areas for higher <br />density housing. <br />Proximity to Existing Transportation Corridors <br />The property ibuU existing Highway 12 and gains access to 12 via a long driveway at the SE comer of <br />the site, in order to allow for adequate sight distance from the Luce Line Bridge. Access to the site m akes <br />use of turn lanes, and is difficult at certain times depending on levels of traffic. <br />Location within the Watershed <br />The property is approximately one mile from Lake Minnetonka, and drains eventually to Brovm's Bay <br />through a scries of small creeks and wetlands. The location within the watershed is not a significant factor <br />in whether this property should be re-guided. <br />L.
