§04-2974 SlOMbayMartetpttu <br />JMKiry 16,2004 <br />Pa|t40f6 <br />Having service retail uses within walking distance of both SloncBay and our senior <br />bousing less than mile east, provides a positive amenity. <br />The location on Highway 12 will enable certain types of retail uses that can serve the <br />Stonebay development that we would otherwise probably not attract to the area <br />without the Highway 12 traffic. <br />Review of the traific study completed for the Highway 12 area as part of the general <br />Stonebay PUD in 2002-2003 indicates that the traffic generated by the proposed retail <br />uses would be very similar to the trafhc generated by ofBce uses at this site. The <br />upgrades to sturounding roads required as part of the Stonebay PUD approvals will <br />still be applicable if the amendment is approved. <br />Procedurally, this CMP Amendment requires approval of the Metropolitan Council; however, it is <br />expected this will be viewed as a minor amendment, will have no new or unplanned-for impacts on <br />metropolitan fiKilities, and is not expected to be met with any resstance by Met Council. <br />A copy of the plan set has been provided to the City of Long Lake. No comments have been <br />received as of this writing. <br />IL PUD Rezonhig & Highway 12 Corridor Standards <br />Permitted uses in the B-6 District include business and professional offices; banks and financial <br />instimtions; Ubraries; and motels & hotels. Retail uses are allowed in B-6 only via the PUD <br />development process. Rezoning this site to B-6 PUD is allowed under the “Special Requirements <br />for Rezoning in the Highway 12 Corridor Study Area" of zoning code Section 78-1065, and was <br />anticipated during the approval of the Stonebay plat B-6 is the appropriate zoning for the proposed <br />use. Sections 78-1061 thru 78-1067 additionally contain a number of development standards <br />applicable to this site: <br />Mininmm Atm- Minimum area for a rezoning in the Highway 12 Corridor is 5 acres <br />(variance required - the existing parcel is nominally 3.69 acres in area; however, the site <br />was created in 2003 with the City’s full knowledge of its size and the intended commercial <br />use. An area variance to allow rezoning of the site is at this point a mere technicality. <br />1
