The applicant has proposed a single monument sign to be located <br />at the south east comer of the property, 20’ off the property boundary and viewable from <br />Highway 12, to match the signage at the dental site to the west. No sign is proposed at <br />the Kelley Parkway access. The applicant shall be required to obtain a sign permit prior <br />to installation to confirm that all signage regulations outlined in Section 78-78-1468 are <br />met. <br />Landscaping Plan <br />The applicants have submitted a landscape plan attached as Exhibit C. The plan proposes <br />5 maples, 4 ashes, 8 spruces, and 8 crabapple trees to be distributed around the penmeter <br />of the site (25 trees total). Goidflame Spirea, a landscape shrub, is proposed along the <br />building and within the landscape islands. Section 78-797 (8) lays out specific <br />landscaping requirements for properties located with the B-6 zoning district. The <br />following is a list of requirements which need to be incorporated into a revised landscape <br />plan prior to City Council approval: <br />• An underground irrigation systems shall be installed and maintained, <br />• The trash receptacle shall be screened. <br />• 11 trees of at least 2 Vi inches in caliper shall be incorporated into the landscape <br />islands, <br />• A landscaping estimate shall be submitted to the City in an amount equal to the <br />percentage requirement outlined in Section 78-797, and <br />• A landscape performance security shall be required, prior to Council approval, at an <br />amount equal to 1 Vt times the value of the lan^caping. <br />Lighting <br />The B-6 Highway Commercial District does not require specific lighting requirements; <br />however the applicants are required to comply with City Code Section 78-1573, which <br />governs light transmission. The applicants have proposed a lighting plan that has been <br />reviewed by the City Engineer and Planning Department staff and have deemed it <br />appropriate. The lighting fixtures will match those on the denu! site to the west. <br />Building Quality and Materials <br />The type and color of the exterior building materials are proposed to match the dental <br />building to the west. An elevation is attached as Exhibit F. The applicant has proposed <br />rock face block for the b^. brick throughout the facades, and an eifs material will run <br />along the top of the building. The applicant has proposed a flat roof. Planning <br />Department staff feels the buildings exterior is acceptable and a pitched roof would make <br />the building appear taller. All other materials, including windows and columns, will be <br />required to match the dental building to the west. The Planning Commission should <br />discuss the design of the building and determine if the proposed flat roof and appearance <br />are acceptable. <br />Connectivity to Surrounding Development <br />The reason for the PLT>, Planned Unit Development designation was to ensure congruity <br />to the surrounding commercial development. With the construction of 160 units of <br />townhouses the commercial pieces along Highway 12 will all develop in the near future.
