included is the explanatory material and tabular information contained in <br />the Federal Insurance Administration Flood Insurance Study for Orono, <br />Minnesota, dated April 1978. <br />(b) The maps and studies designated in subsection (a) of this section arc <br />adopted by reference as the official maps for the establishment of the floodplain and <br />wetlands conservation areas and arc made a part of this article as if fully set out in this <br />section. At least one copy of each official map shall be kept on file in the office of the <br />clerk/administrator and shall be available for public review during all normal office <br />hours. <br />(Code 1984, § 10.55(5)) <br />Sec. 78-1110. Zoning use districts. <br />The zoning use districts as designated on the official zoning map shall remain <br />unchanged with the adoption of this article. The provisions of this article, including the <br />designation of floodplain and wetlands conservation areas, shall be in addition to all other <br />provisions of this chapter. Whenever conflicts occur between other provisions of this <br />chapter and provisions of this article, the most restrictive provision shall prevail. <br />(Code 1984, § 10.55(6)) <br />Sec. 78-1111. Regulatory flood protection elevation. <br />The regulatory flood protection elevation shall be an elevation no lower than one <br />foot above the elevation of the regional flood plus any increases in flood elevation caused <br />by encroaclunents on the floodplain. <br />(1) The regulatory flood protection elevation within the floodway and flood <br />fringe districts shall be established by adding 1.0 foot to the base flood <br />water surface elevations within floodway listed in the floodw ay data table <br />contained in the flood insurance study. Regulatory flood protection <br />elevations between cross sections shall be interpolated. <br />(2) The regulatory flood protection elevation for Lake Minnetonka shall be <br />932.5 MSL. <br />(3) The regulatory flood protection elevation within the general floodplain <br />district shall be calculated by a qualified registered professional engineer <br />in accordance with procedures set forth in this article. <br />(Code 1984, § 10.55(7)) <br />Sec. 78-1112. Development restricted; prohibition. <br />Except as specifically permitted, no filling, grading, dredging, excavation, hard <br />cover, temporary or permanent structures, obstructions, septic systems, well or other <br />construction shall be allowed within the floodplain and wetlands conservation area; nor
