Mike Gaffron, City of Oivno May !4. 2004 <br />Comments <br />The Stonebay Marketplace PUD has undergone numerous revisions and the current version <br />appears to be a reasonable compromise on the many issues discussed. All provisions of the <br />landscape code appear to be met with the exception of the items noted above under <br />Recommendations. The screening of parking areas, loading areas, and service areas from <br />residential areas is required by code and is handled adequately in the latest plan. Tliese are not <br />screened completely, but considering the distance across Kelley Parkway, the change in grade, <br />and the landscaping provided, the screening is reasonable. The ground-mounted mechanical <br />equipment appears to be adequately screened by landscaping, and the roof-mounted equipment <br />appears to be screened with a parapet. The trash dumpsters arc within enclosed structures. <br />As noted above in the Recommendations, the <br />parking lot island immediately in front of <br />Walgreens entry should be raised with curb and <br />landscaping. If any place on the site should have <br />a raised landscaped island to provide a green, <br />welcoming presence, it is here - yet it is shown as <br />just painted and striped. I understand that the <br />developer may not want tall overstory trees there <br />blocking visibility, but there should be flowers <br />and shrubs. This is a small but significant piece <br />of the site plan character that I suggest be <br />revised. <br />-2. <br />Also noted in the Recommendations, 1 have <br />a concern with the sidewalk connection (or lack) <br />between the Highway 12-Willow Drive comer <br />and the front door of Walgreens. A person <br />crossing at the intersection going to Walgreens <br />simply will not follow the trail up Willow Drive <br />for 230 feet then cut over on the crosswalk - they <br />will cut through the parking lot at an angle. I <br />have indicated on the attached sketch one way to <br />do this with a planned sidewalk, with a new <br />peninsula into the parking lot at an appropriate <br />point. <br />Other than these comments I believe the developers and con.sultants for Stonebay Marketplace <br />should be commended for their hard work and patience as the City has worked with them to try <br />and achieve an outstanding development for this important comer of the City.
