Phase I was platted in June of 2003 and <br />contains 54 units which is 1/3 of the units in the full development. The development trunk fees for <br />each phase arc paid when the lots in that phase are platted. The trunk fees for Phase 1 have already <br />been paid based on the 2003 Fee Schedule and a prorated share for the 54 units in this phase. The <br />fees for future phases will be based on the current Fee Schedule in the year in which they arc platted <br />and prorated for the number of units in the phase <br />The development agreement for the StoneBay project provides for reimbursement of Ocvclopmcni <br />Trunk Fees that have been paid by the developer as compensation for the additional costs incurred <br />for the construction of trails, storm sewer improvements, and water system improvements that <br />provide a regional benefit beyond the improvements necessary to only serve the development. We <br />have received a request for reimbursement of these fees that is based on the additional incremental <br />costs for the installation of these improvements. This information has been reviewed by City staff <br />and our recommendations for reimbursement of these costs arc listed below. <br />Regiona* Pond & Storm Sewer Costs <br />The total Stormwater Trunk Fee for the entire development is S253.149 based on the 2003 Fee <br />Schedule. The total fee that will actually be paid will be in c.’cccss of this amount as the fees <br />for future phases will be collected at a higher future Fee Schedule rate. The Stormwater Trunk <br />Fee collected for Phase I is $84,240. <br />There is $ 114,096 in extra costs for the additional excavation and related costs to construct a <br />larger regional pond to serve a 100 acre drainage basin. The Stonebay Development drainage <br />area to Utis pond is 40 acres. <br />There is $34,093 in additional costs to install a 30 ” versus an 18" diameter storm sewer pipe, <br />to serve development west of the SioneBay project. <br />Page I of 4 <br />I <br />\
