This <br />language inadvertently included all of Orono ’s '/j-acre zoning districts (Navarre area, <br />primarily) which was not intended by slafT. The language prohibits the granting of <br />preliminary subdivision approval, zoning (cup/variance) approval, rezoning, or PUD <br />approval. <br />Exhibit B (Revisions Option I) would change llie above language by redefining the <br />Moratorium Area as all property in Orono "which is currently guided in the Orono 2000- <br />2020 Community Management Plan to allow residential densities in excess of two dwelling <br />units per acre" except for Stonebay. This language functionally eliminates the R-IB, I.R-IC, <br />and LR-lC-1 !4 acre districts from the moratorium. <br />Exhibit C (Revisions Option 2) goes one step further ’"n refining the impacts of the <br />moratorium, by also changing the language to now allow CUP and variance approvals during <br />the moratorium, while still prohibiting approvals of preliminary subdivisions, rezonings, and <br />PUD'S. This change will allow existing developed properties within the Moratorium area to <br />gain approvals for CUP’s and variances, since it is not the intent of the moratorium to hinder <br />improvements of existing developed properties. <br />Staff Recommendation <br />Staff recommends adoption of Option No. 2 per the ordinance attached as Exhibit D. <br />COUNCIL ACTION REQUESTED <br />Motion to approve the revised language per Option 2 and adopt Ordinance No. 8, 3'** Series, <br />anieiiding Ordinance No. 7, 3''^ Series, the Interim Ordinance adopted April 1 2, 2004.
