c. <br />operating costs of the department's total base cost based upon a nine full-time <br />officer, and four part-time officer department. It is understood that the formula <br />for the allocation and distribution of costs is as set out above. <br />*• The foregoing notwithstanding, the Spring Park population and market value <br />information used in the cost allocation formula will be frozen at the levels used <br />for the 2004 calculation for the duration of the initial five-year term of this <br />agreement. <br />B. Cost Sharing Among The Contract Cities <br />As of January 1, 2004, the Orono Police Department had an authorized staffing <br />level of eighteen full-time officers, including the Police Chief, and four part-time <br />officers. The police costs that are allocated to the Contract Cities are limited to the <br />cost of nine full-time officers, including the Police Chief, and up to four part-time <br />officers. The 2004 cost allocation formula allocates these costs among the Contract <br />Cities as follows; <br />Mirmetonka Beach: <br />Spring Park: <br />Long Lake: <br />Orono: <br />6.52% <br />10.57% <br />12.19% <br />70.74% <br />In addition. Spring Park and Long Lake have requested additional officers, <br />specifically stationed in their Cities, to provide the level of police service necessary <br />to meet the needs of the Cities. The two cities pay 100% of the costs of the pay and <br />benefits for these officers. <br />Also, over the years, three additional full-time police officers have been added to <br />the Orono Police Department to keep up with increased demand for police services <br />throughout the Police Departmer.t ’s service area. Orono pays 100% of the costs of <br />the pay and benefits for these officers. <br />Cost to Spring Park - Additional Officers. The cost of additional officers above <br />the base contract cost to the City of Spring Park, shall be determined as follows: <br />A salary figure for the prevision of one officer assigiied to and stationed in Spring <br />Park 24 hours per day, seven days per week shall be computed by calculating the <br />average of all patrol officers’ salaries, and multiplying the average salary by four <br />to obtain the salary figure. To this salary figure will be added that percentage of <br />the total overtime budget for all officers calculated by dividing the number of <br />officers assigned to the City of Spring Park by the numbe- of all officers, 88 hours <br />holiday pay at the hourly rate, wearing apparel, hospuaiization, life insurance. <br />Page 6 <br />L
