Police of the City of Orono shall furnish the names of all Orono police officers to the <br />Clerks of the Contract Cities. <br />10. Offenses. All offenses shall be charged in accordance with the laws of the State of <br />Minnesota or the laws of the Federal Government, or in accordance with the ordinances <br />of tlie Contract City in which the offense occurred <br />11. Communications, Equipment and Supplies. The City of Orono shall furnish <br />communication equipment necessary to perform the services which are to be rendered. <br />The City of Orono shall provide the necessary equipment and vehicles and the Contract <br />Cities shall provide any necessary supplies which must be specifically printed for the <br />Contract Cities. <br />12. Cooperation and Assistance from the Contract Cities. With respect to the <br />performance of this Agreement, and the services to be rendered under the Agreement, the <br />City of Orono and the Contract Cities shall have full cooperation and assistance from <br />each other ’s officers, agents, and employees. <br />13. Headquarters. Headquarters for the services rendered to the Contract Cities under the <br />agreement shall be located at offices owned or leased by the City of Orono, and the <br />citizens of the Contract Cities shall notify headquarters, or radio dispatch for services <br />requested either in person or by some other means of communication. Services shall be <br />rendered to the Contract Cities on a 24 hour basis. <br />14. Cost to the Contract Cities. <br />A. Cost Sharing Formula for the Total Base Cost. For and in consideration of <br />rendition of Law Enforcement services under this agreement, the Contract Cities <br />shall pay a pro-rated share of the total base costs (net of town aid) determined by <br />a two-factor cost-sharing formula for each contract year. <br />The factors of the formula, which shall be weighed equally, shall be defined as <br />follows: <br />Population of Each Contract City: The population of each Contract City computed <br />as of April 1, prior to each contract year from the then most recent Metropolitan <br />Council estimate, except in a census year when therb is a new census figure <br />available by August 1st, then that figure shall be used. <br />Market Value of Each Contract City: The market value of each Contract City is <br />the valuation related to the total real estate taxes due and payable for the year <br />immediately preceding the contract year. The source of the market value data <br />shall be the official figures of the Hennepin County Assessor ’s Department. <br />The City of Spring Park agrees to participate with all Contract Cities that have <br />signed a police service agreement with Orono in a pro rata share of all the <br />Pages
