Commercial Site Plan Review in order to obtain a building permit to construct an addition <br />to the existing building and to convert it from a residential use to a commerc.al use. <br />2. Parking setback variance to allow a drive through lane and parkmg spaces to be located <br />within the required 30’ rear yard and within the required 20’ front yard. <br />3. Building setback variance to allow a north side setback of 24’ when 35’ is required a.nd <br />24’ feet cutrently exists. <br />4. Hardcovet variance to permit 56% hardcover in the 500’-1000’ zone when 35% is <br />normally allowed. <br />5. Conditional use permit in order to operate a coffee shop/bakery/restaurant. <br />Planning Commission Recommendation <br />The Planning Commission discussed this application at their .March 15, 2004 and April 19, 2004 <br />meetings. Much of the discussion centered around whether the applicant should be granted the <br />variances needed to incorporate a drive-through facility for the proposed use. After review of <br />several drive-through design plans the Commission ultimately approved the alternative site plan, <br />which didn’t include a drive-through. The votes on the April 19* meeting were as follows:
