File <#04-2977 <br />April 16, 2004 <br />Page 6 of8 <br />due to the existing retaining wall system this may not be possible. <br />Planning Commission should discuss a variance approval to allow the sign to remain <br />in its current location or recommend that it be moved to a location that complies with <br />Section 78-1468. <br />Lighting <br />The applicant has proposed to keep the existing Pvo lights located in the parking lot in the <br />rear of the building. The applicant has proposed new Mghting consisting of the following; <br />• downward facing lights under the canopy proposed at the rear of the building so <br />as to illuminate the sidewalk only, and <br />• downward facing lights at the top of the proposed stairway access from the upper <br />parking lot to the lower parking lot in an effort to illuminate the stairway. <br />The applicant will be required to obtain an electrical permit from the state for installation <br />of rew lighting. City staff will require, at the time of building permit, fixture diagrams <br />be submitted to ensure that the lighting is downward facing. <br />The Planning Commission should discuss the proposed lighting and determine if it <br />is appropriate. <br />Landscape Plan <br />The applicant has not submitted a landscape plan. He has indicated his willingness to <br />implement landscaping into the required green spaces and has indicated to staff that <br />planters will be installed along Shoreline Drive. <br />The Planning Commission should discuss if they would like to see a specific <br />landscaping plan showing plant types and locations or if the conversion tc grass is <br />sufficient <br />Variances Required <br />That applicant is requesting approval of several variances in conjunction with the <br />proposed restaurant. The information regarding the hardcover and structural coverage <br />variances can be found in the January Staff Report in addition to the information <br />provided in this report. <br />The Planning Commission should discuss approval of these variances and <br />specifically address the effects of them in relation to a restaurant serving liquor. <br />Coaditional Use P/ermit <br />The applicant requests approval of a conditional use permit in order to operate a Class 11 <br />restaurant. A Class II restaurant is a conditional use. As part of the conditional use
