4. <br />5. <br />c. <br />d. <br />e. <br />The existinghouse and proposed 400 s.f. garage will constitute 1490 s.f. oflol <br />coverage bystructures, just under the 1500s f. lot coverage allotment for lots less <br />than 10.000 s.f. in area. <br />The configuration of tlie existinghouse and proposed side-loading garage will <br />ininiinize hardcover wliilc still allowing for off-street vdticle paiicing in front of the <br />garage. The side setback variance of 5' to the north lot line will allow fur adequate <br />parking area and backup apron on tliis narrow lot while having no negative impact <br />on neighboring properties. The street setback variance to allow astreet setback <br />of 9.8' where a 1 O' setback is normally required will have no negative impacts on <br />the neighborhood. <br />A small first-fioor level deck of no greater than 100 s.f. should be allowed on <br />the southeast lake side of the house to serve the two existing doorways at that <br />comer. However, such deck, landings and steps to grade should be located so <br />as to minimize the additional encroachment of hardcover aiid structure in the <br />0-75' setback zone. <br />The small lot size and the proximity to Coffee Channel arc hardships in that <br />approximately 3/4 of the area of this developed lot is within 75'of the shoreline. <br />The 25% 75-250' hardcover allotment would allow only 438 s.f ofhardcoveron <br />the site, w hich would not allow for the minimal existing house, garage, and <br />driveways and sidew alks nec<*ssary to maintain a residence on the site without <br />vanances. <br />The City Council has considered this application, including the recommendations and <br />findings of the Planning Commission, reports by City staff, comments by the ^plicant and <br />the public, and the effect of tlie proposed variances on the health, safety and welfare of the <br />community. <br />The City Council finds that the conditions existing on this property are peculiar to it and do <br />not apply generally to other property in this zoning district; that granting the variances <br />would not adversely affect traffic conditions, light, air nor pose a fire hazard or other <br />danger to neighboring property; would not merely serve as a convenience to the jqjplicant, <br />but is necessary to alleviate a demonstrable hardship or difficulty; is necessar>' to preserve <br />a substantial property right ofthe applicant; and would be in keeping w ith the spirit and <br />intent of the Zoning Code and Comprehensive Plan of the City. <br />Page 2 of 5
