M4-2989 <br />3 March 2004 <br />Paga3 of 4 <br />Rear Yard <br />Setback 100’500’ +500’+ <br />Surrounding Development <br />The preliminary plat is surrounded by RR-IA, five acre minimum residential pro]^rty in <br />all directions. Independence is to the west across Townline Road, and single hunily RR- <br />1A lots surround the property- on all sid«s. <br />Lot Layout and Standards <br />Two side-by-side lots are proposed to be served off an existing driveway which will be <br />shared. The applicant has requested the variance for lot width as opposed to proposing a <br />front lot/back lot configuration due to the topography and wetlands located to the rear of <br />the property and at the NW comer. <br />The plan in Exhibit B shows the required setbacks and primary and alternate septic <br />locations. The applicants have shown that an adequate house can placed on these lots <br />and staff is satisfied with the lot layouts as proposed. The lots meet all required lot <br />standards as shown in the tables above. <br />City Septic Inspector has submitted written comments regarding the locations of the <br />septic sites and the applicant will be required to meet all recommendations of the City <br />Engineer and the Septic Inspector prior to City Council review. <br />Road Layout and Standards <br />The applicant has proposed to use the existing driveway along the north boundary of the <br />proposed Lot 2 (labeled as Tract B) for both lots. A driveway easement is required to be <br />provided over the existing driveway for access to the northerly lot. <br />Required Easements <br />The applicant must dedicate the following easements: <br />• Conservation and Flowage Easements over all delineated wetlands, ponding areas, <br />and drainage ways. <br />• Driveway Easement over the entire existing driveway. <br />• Standard drainage and utility easements around all lot boundaries. This consists of <br />10’ around the plat boundary lot lines and S* on the interior lot lines. <br />Storm Water, Drainage, and Erosion Control <br />The applicant has contacted the Minnehaha Creek Watershed District and has not yet <br />received their comments. For final plat approval the applicant will be required to comply <br />with MCWD recommendations. <br />The subdivision is subject to the Storm Water and Drainage Trunk Fee established by <br />City Ordinance. The fee is established at S2,160 per acre, with a cap of 7.0 acres to be <br />charged per lot. For this property, two lots are being created: Lot 1 at 5.98 gross acres <br />would be charged a fee of 5.98 acres x $2,160 = $12,917. Lot 2 at 7.33 gross acres would <br />be charged a fee of 7.0 acres x $2,160 = $15,120.
