The City <br />Engineer’s recommendation for 20' additional right-of-way and <br />cul-de-sac and the improvement of Fox Street and construction of <br />cul-de-sac is consistent with past City practice, and supported <br />both in the Comprehensive Plan and the Zoning Code. <br />I
