Omlie, <br />1860 Shadywood Road - Conditional Use Permit - Public Hearing <br />Pertinent Ordinance <br />Section 10.03, Subd. 21 • Applicant proposes grading and <br />filling activities in excess of 100 cubic yards that cannot be <br />connected to building construction. Applicant proposes the <br />filling of approximately 300-400 cubic yards. <br />List of Bxhibits <br />A - Application <br />B - Property Owr.ars List <br />C - Plat Map <br />D - Gustafson Letter <br />E - Topographic-Survey <br />F - Elevation of Walls <br />Description of Request <br />Applicant has filed a separate conditional use permit to <br />allow the filling needed to complete paving improvements proposed <br />in hardcover variance application #1768 (review Exhibit E). The <br />amended driveway plan will require 300-400 cubic yards of fill. <br />The filling will result in 271 s.f. of paved area and <br />approximately 238 s.f. of retaining wall needed to support newly <br />defined earthen bank. <br />The land alteration will require the installation of two <br />tiered retaining walls adjacent to paved improvements to be <br />installed at a maximum 3* height and to be constructed of <br />decorative masonry block (review Exhibits E and F). <br />Please review Exhibit D, the Engineer's report. Note that <br />the improvements will not significantly impact or alter drainage <br />in the area. Gustafson does ask that more detail of the wall <br />design be provided with the application for a land alteration <br />permit and at the time of construction to verify driveway grades <br />and drainage elevations conform to the plan approved by the City. <br />Staff would also ask that final grading plan also Include erosion <br />control. Erosion control must be installed prior to applicant's <br />contractor bringing in fill to the site. It is Imperative that <br />grassed drainageway to south that drains directly to the lake be <br />free from sediment or loose soils that may erode into the lower <br />elevations of the drainageway.
