As of this writing the <br />septic testing has not provided to the City but it is hoped <br />that Mr. Weckman will be able to provide either written or <br />oral comments concerning septic testing for alternate sites <br />on Parcels A and B by your meeting. <br />■■■* ■: <br />*:k . <br />m <br />Staff Reconniendation <br />The Park Commission conceptually reviewed the Otten proposal <br />at their March 2nd meeting. The Park Commission is to <br />determine if a park dedication fee will be sought for <br />current proposed Parcel C# or wait for a future more Intense <br />development. In the original two lot proposal^ Parcel B <br />with the residence was not charged a park dedication fee. <br />Based on the area of Parcel C a $100.00 fee was charged <br />against Parcel C. The Park Commission will make a final <br />determination at their April meeting. If it is determined <br />that Pared C is to be charged a park fee now, the fee will <br />be based on the value of 8% of the total land at an <br />undeveloped state. The City Assessor shall make the <br />determination after preliminary approval of the Council. <br />If the City is in receipt of additional septic testing by the <br />meeting nighty staff would recommend approval of the preliminary <br />subdivision consisting of a lot line rearrangement and the creation of <br />two rural residential lots finding all required standards of the RR”1B <br />and septic code have been met. Based on the location of a former <br />roadbed and existing improvements on the immediate adjacent property, <br />the City has not required that proposed Parcel A meet the required 2 <br />acre requirement but is satisfied that additional septic testing has <br />confirmed that there is adequate septic area on the property for <br />septic expansion. This approval is subject to the following <br />conditions: <br />1. <br />rJfylr; <br />t <br />Subdivision is classified as a plat. All parcels created <br />shall be designated as lots with block designations. <br />Drainage and utility easements shall be dedicated 10' along <br />all perimeter property lines and 5' along the shared lot <br />lines of the proposed three lots. <br />Based on the final division line between Parcels A and B <br />drainage and utility easements must include the power lines <br />that are located within the vacated right-of-way. <br />Dedication of 7' of additional right-of-way for County Road <br />6. <br />!;S V; <br />•I <br />' ^ <br />mm rj
