Zoning File #1716 <br />March 10f 1992 <br />Page 2 <br />Description of Request <br />*--,i •■. <br />The applicant proposes a lot line rearrangement between Parcels A <br />and B. Parcel A is the site of a former market, a nonconforming <br />commercial use of residential zoned property for many years. The <br />retail use has been discontinued for over a year and must revert back <br />to a legal residential use. Parcel B, the residentially developed <br />site, is to be divided off of the original 18 acre parcel owned by <br />Cliif Otten. Review Exhibit J, in 1990 the 18 acre parcel was the <br />subject of a two lot subdivision approved by the City in April of 1990 <br />but preliminary approval expired in April of 1991. Review Exhibits D <br />and E, title difficulties arose when it was discovered that the <br />vacated old county road had not been formally approved by resolution <br />of the County Board. Since the 1990 plat application. Cliff Otten and <br />his brother have purchased the former market site and now include the <br />property with the current application as part of the lot line <br />rearrangement. <br />Review Cosments of Current Subdivision <br />■T' . <br />■C: <br />Lot Configuration - <br />i 'mmmsmmmmim <br />Parcels B and C obviously meet the required rural standards <br />of the RR-IB zone. Parcel A has been reduced in area from <br />1.64 to 1.5. Please review Exhibit O, note area of the <br />former roadbed. It is an area unsuitable for septic use or <br />expansion. The vacated roadbed may qualify for additional <br />ig^area but not as dry buildable needed for septic use. In <br />addition the existing improvements on Parcel B also limit <br />the opportunity of the City to increase the lot size of <br />Parcel A. Parcel A shall be discussed in more detail under <br />the septic review. Parcel B shall be recognized as a <br />through lot. All future accessory structures shall require <br />conditional use permits. <br />' -■ ’ <br />■S' <*-• <br />It is staff ’s understanding that the purpose for the lot <br />line rearrangement is to relocate the driveway exiting off <br />County Road 6 within the new lot lines of Parcel B. Refer <br />to staff's sketch Exhibit N. After your site inspection, it <br />will be apparent that many of the existing improvements tied <br />to the residence on Parcel B will be intersected by the <br />proposed division line (look along the line of the power <br />poles that defines the existing division line). The area to <br />be added to Parcel A is useless for septic needs. Parcel A <br />must retain the dry land area to the northeast (adjacent to <br />former roadbed) for future septic expansion.
