Orono was offered the option of working with the <br />13 other Lake Minnetonka municipalities, but chose to <br />independently develop a comprehensive shoreland ordinance. <br />In May 1991 the City Council appointed a Lake Use Committee, <br />one goal of which was to work with staff in developing a <br />shoreland ordinance. The Lake Use Committee began meeting in <br />June 1991, and met on a regular basis through January 1992, <br />resulting in the draft ordinance attached as Exhibits B and C. <br />A\ <br />A grant agreement providing up to $5,000 in DNR funding for <br />the ordinance revision process initially gave Orono a February 5, <br />^^-1992 deadline for ordinance adoption. That deadline date has <br />subsequently been extended to December 10, 1992. <br />At the recommendation of the Lake Use Committee, on August <br />26, 1991 the City Council adopted Ordinance No. 96, Second <br />Series, establishing an interim moratorium on the granting of <br />land subdivisions that had not received preliminary approval from <br />the City. This subdivision moratorium applies to all prc^ierties <br />located within 1,000 feet of the Ordinary High Water Mark of <br />npecified lakes and within 300 feet of certain tributaries. <br />Wliile the moratorium as adopted is effective for a period of une <br />year, it is anticipated that once the shoreland management <br />ordinance is adopted, the moratorium will be lifted by the <br />Council. <br />j <br />1 <br />-- -^
