(Not thoroughly addressed yet) <br />Buffer impacts need to be considered once the wetland moratorium is done and MCWD <br />indicates their position on wetland filling. (Under consideration) <br />Wetlands and ponding should be in a separate outlet to be owned by a Homeowners <br />Association (Partially complied with) <br />Floor Area Ratio (FAR) is the appropriate limitation on how much is built on each lot, and <br />PC will reconunend that the 15% lot coverage limit not apply. (OK) <br />The 10% recreation area requirement does apply, and an option would be to make it a <br />perimeter trail system in a perimeter outlot partial conipl'ance, in tliat Outlet B provides for <br />about % acre of the approximately % acre required private recreation area, based on 10% of <br />the residential development excluding the church property, Lot 2) <br />Remaining Issues To Be Resolved or For Consideration <br />1.Applicant must provide a suitable plans and elevation vieA^ showing how development of <br />the site can meet the City ’s Conservation Design goals. <br />2.Plan must be revised to show the 45* combined wetland buffer/setback as it impacts the <br />defined buildable envelope of Lots 6 thru 10. If as a result one or more of these lots becomes <br />fimtionally unbuildable, revisions will have to be made to accommodate that. Alternatively, <br />applicant might take the appropriate steps to challenge the wetland’s management <br />classification and hope for a lesser buffer requirement. <br />3.Should the stormwater ponding area in Lot 6 be in an Outlot? What is the nature/intent of <br />that ponding area? <br />Does Outlot B meet the 10% recreation area requirement? Whal additional options should <br />ai^licant consider for meeting that requirement? <br />S. Plans should be revised to show a 10’trail easement along the west boundary of the property. <br />Staff Recommendation <br />Discussion of the above issues should provide qjplicant and staff with direction as to how the <br />proposed plat should be further revised.
