*. • <br />MEMORANDUM <br />To: Mike Gaffron <br />From: Steve Bohl <br />Date: October 10,2005 <br />Rc: Glendale Cove Proposal, Preliminary Plat Application <br />To date, we have submitted the preliminary plat application and have reviewed the <br />proposal before the Planning Commission on July 18,2005 and September 15,2005. <br />These meetings have been helpful to give direction for necessary revisions needed for <br />this plan and anticipating the new Orono Wetland Ordinance. During this time period we <br />have made alterations to the plan following comments by the Planning Commission and <br />staff. In addition, we have received direction on the importance of view corridors in the <br />City of Orono. <br />Alterations to the original plan submitted: <br />1. Reduced the number of new lots from nine to eight. <br />2. Moved the road farther to the northeast to reduce impact on the wetlands. <br />3. Created an out lot for private recreation purposes <br />4. Allowed for some buffer of trees along the south east comer of the property as <br />requested by some of the neighbors. <br />5. Reduced impact on the views and maintained trees as you approach the site from the <br />south on Willow Drive. <br />6. Maintained the 14,000 square foot lot area as designated by the City’s plan for more <br />dense neighborhoods where appropriate. <br />Wetland Ordinance: <br />We are asking for consideration to some aspects of the new wetland ordinance. We <br />believe it is still within the City’s intent as to wetland conservation and maintenance of <br />the buffer areas. We also understand that it is the intention to adhere to the Minnehaha <br />Creek Watershed Districts rules for wetland preservation. <br />It is our goal to comply with the buffer zone and setbacks and other requirements of the <br />MCWD and also the new regulations by Orono. We are, however, asking for a <br />compromise in the Orono structure setback from the buffer requirements for the <br />following reasons: <br />1. The setback still complies with the MCWD rules and is a compromise between <br />the old and new Orono requirements. The buffer will not change and will be 25’ <br />off of all wetlands according to MCWD. The setback from the buffer area would <br />be maintained on all lots with the exception of lots 7 and 8. The Orono old <br />requirement did not have a setback and the new setback is 20 ’. We would <br />maintain the MCWD buffer of 25’ but are asking to reduce the Orono structure <br />A
