Moorse <br />Title City Administrator <br />Administrator Reviewed:Agenda Section: <br />City Administrator’s Report <br />Item Description : Bridge, Pond, and Trail Maintenance Agreements with Mn/DOT <br />As part of the Highway 12 Project, Mn/DOT is constructing bridges, ponds, and trails in <br />Orono. These include the Willow Drive Bridge, the Old Crystal Bay Road Bridge, the <br />Kenobi pond directly east of the Morrie's Body Works property. Spruce pond on the west <br />side of Willow Drive just south of the new Highway 12 corridor, and a small portion of the <br />trail that runs along the north side of the Highway 12 corridor from the Luce Line Trail to <br />downtown Long Lake. (A smalt portion ol this trail is in Orono. due to the uni(]ue location <br />of the Long Lake and Orono City boundary lines in that area. We will be working with <br />Long Lake regarding an agreement through which they will be responsible for the <br />maintenance of this portion of the trail) <br />Mn/DOT retains responsibility for all major maintenance of the bridges. Orono is <br />responsible for the routine, day-to-day-type maintenance activities, such as sealing of cracks <br />on the driving surface, sweeping of the bridge surface and sidewalks, repair or replacement <br />of light fixtures, snow and ice control, and maintenance of lane striping. <br />In relation to the ponds, the City is responsible for inspection, cleaning, and repair ol <br />drainage structures, maintenance of the vegetation around the pond, and pond sediment <br />removal. The oediment removal is a potential significant cost over the long term, although <br />many ponds do not need sediment removal for 15 -20 years or more. <br />There arc two agreements. One covers The Willow and Old Crystal Bay Road bridges. <br />Spruce Pond, and the trail. The other covers Kenobi Pond. The Kenobi Pond agreement is <br />separate because, although the pond is located in Long Lake, all of the stormwater that Dows <br />to the pond comes from Orono. <br />Two resolutions related to the two maintenance agreements are attached for the Council’s <br />consideration. <br />COUNCIL ACTION REQUESTED <br />Motion tj adopt the attached resolutions authorizing the City to enier into cooperative <br />agreements with Mn/DO'f related to bridge, pond, and trail maintenance. <br />1
