r <br />MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Moiday, October 10,2005 <br />7:00 o*clock p.in. <br />(#05-3121 Narrowt Saloos, Coatinued) <br />2.Will the location of the proposed use and the proposed conditions under which it will be <br />operated or maintained be detrimental to the public health, safety welfare, or be materially <br />injurious to properties or improvements in the vicinity? <br />3.Is the proposed use compatible with the sunrounding business district and residential <br />neighborhoods? If not, what aspects of the use make it incompatible? What methods are <br />available to mitigate those aspects? <br />4.Is the proposed use supported by adequate infirastructure, primarily access and parking <br />availability? How will other users of the municipal lot be affected by the expansion? How might <br />the expansion affect future development or reinvestment in Navarre? <br />Mayor Peterson inquired whether the applicant had anything to add at this time. <br />Sudheimer stated she had nothing to add at this time but indicated diey have revised their plans slightly to <br />reflect the changes that were recommended. <br />Frank stated they have incorporated the requested changes, noting they have reoriented the trash area and <br />converted the folding door from the restaurant out to the patio door to a swinging door. In addition, the <br />height of the wood fence was increased to six feet on the plan. Frank displayed a revised plan depicting <br />the patio area and exterim of the rear of the building and the front of the building showing the plantings <br />along the street. <br />Sansevere stated he has a concern regarding the parking in the area, referencing a report from the Orono <br />Police Department back in Marcn of 2004. Sansevere stated the report mentions 60 to 70 vehicles parked <br />in the Orono municipal lot at 1:1S a.m., which is in excess of what the parking study indicates. <br />Sansevere noted die plans identify a private party area and inquired whither that is a normal restaurant <br />area during the day. <br />Sudheimer stated that area was created to allow patrons to enjoy the restaurant without being exposed to <br />the bar and the music. <br />Sansevere stated it was his understanding that the restaurant area was going to be expanded but it appears <br />there is a larger area for music being created. <br />Sudheimer stated the area of the bar will still have that wall separating it from the restauiont area and that <br />the pool table mi^t be eliminated. Sudheimer stated that area is separated from the bar <br />Sansevere stated it was his inqnvssion t!<e area from the pool table was open. <br />Sudheimer stated a doorway is being added and that the full wall is remainmg. SudhH.‘imer stated <br />wherever the tile ends is v4iere the wall will remain and a portion will be open to se've as a doorway to <br />the bar. <br />McMillan commented it appears the wall would be partially removed. <br />PAGE 13
