GCNPRA L ISSUES FOR CONSIDERATION <br />Suit would ofler the following u general and specific guidelines for issues to be <br />considered by the Planning Commission with regirds to this application: <br />1. It the proposed location of the use in accord with the objectives of the Zoning <br />Code sued the purposes of the B-1 district and the Comprehensive Plan? <br />2. Will the location of the proposed use and the proposed conditions under which it <br />will be operated or maintained be detrimenul to the public health, ufety %ve1fire, <br />or be materially injurious to properties or irnpiovemems in the vicinity? <br />3. Is the proposed use compatible with the surrounding business district and <br />rcaidentisl neigjhborhoods? If not, what aspects of the use make tl incompatible? <br />What methods are available to mitigate Ihcwe aspects? <br />4. Is the proposed use supported by adequate infrastructure, primarily access and <br />parking availability? Should studies be done to determine whether parking <br />demands on the lot by til users are actually compatible baaed on varying peak <br />time usage needs for Che various businesses? Do tlw proposed additions and uses <br />have any potential negative impacts on functionality of the parking lot, the <br />sidewall^ or access to neighboring properties? If so. what changes might bo <br />made to minimize those impacts? <br />VIII. STAFF RECOMMENDATION <br />While the existing resuurant use would appear to be consistent with the intent of the <br />Cbmprehensive Plan to provide for commercial buttnesacs that serve area raidents, it is <br />not clear that the use sAer the ^ropoaed expansion will be consteem with the City's <br />policies and goals. CMP Part 3B, Urban Land Use Policies, contains the following <br />pertinent policy statements: <br />*^2. Limited commercial areas will be provided for acighborhood <br />service bosiocsscs. The primary function of Orono*t commercial aress <br />will be to provide those retail, commercial and service businenes which <br />ire directly necessary to serve Orono's urban and rural residents. <br />Commercial development will be limited to areas where full urban <br />services, including municipal sanitary fewer and adequate transponation <br />•re available.
