MINUTES OF THE <br />ORONO PLANNING COMMISSION <br />Mooday, September 19,2005 <br />6:00 o’clock p.m. <br />Benshoof & Associates as well as the flndings and conunents made by Shelly Johnson, the City ’s trafTic <br />consultant and determine whether adequate parking is available. <br />Oaffron stated the applicants have addressed a number of concerns of the Planning Commission raised at <br />the July meeting and have submitted revised plans reflecting those changes and have also submitted a <br />parking study. <br />Gaflhron noted the City Council has adopted an ordinance establishing a moratorium with respect to <br />development in the Navarre area since the July Plaiming Comnussion meeting. Gaffron pointed out the <br />Narrows application is not subject to the moratorium since the moratorium was adopted after the Narrows <br />application was received by the City. <br />Staff finds that the applicants have substantially addressed the recommendations and requests of the <br />Plaiming Commission, including reduction of the outdoor seating in the rear, elimination of the exterior <br />kitchen and vestibule additions, elimination of the outdoor seating along Shoreline Drive, and provision <br />of the results of a parking study conducted by the applicant’s consultants. <br />The Planning Commission should consider whether the issues identified at the July meeting have been <br />adequately addressed and whether any issues need further consideration. Specifically, it is recommended <br />that the Planning Commission review the following: <br />1. Has the parking study provided sufficient information to conclude whether adequate parking will <br />be available fiir the proposed use or for future uses of the municipal paridng lot? Should this business be <br />limited in its erqumsion if its expansion might affect fiihire expansions of other businesses or business <br />qMoes? <br />2. Has the outdoor seating conqionent of the a|q)lication been sufficient reduced to a level that is <br />reasonable and that minimizes the negative impacts of the greater expansion of this area? <br />3. ifas the outdoor seating been adequately screened? Ate the methods of screening aesthetically <br />acceptable and in keeping with the neighborhood? <br />PAGE 6
