#050121 Narrows Saloon Expansion <br />October 6,2005 <br />Patc3 <br />Summary of Facts & Issues for Consideration <br />1. Zoning . The property is zoned B-1 Retail Sales Business District. The proposed <br />expansion of the existing Class II Restaurant use requires an amendment of the existing <br />CUP. <br />2. Consistency with 2000-2020 Orono Comprehensive Plan . While the existing restaurant <br />use would iq)pear to be consistent with the intent of the Comprehensive Plan to provide <br />for commercial businesses that serve area residents, the issue has been raised during the <br />public hearings whether the use after the proposed expansion will be consistent with the <br />City's policies and goals. CMP Part 3B, Urban Land Use Policies, contains the following <br />pertinent policy statements which Council should consider: <br />**2. Limited commercial areas will be provided for neighborhood service <br />businesses. The primary function of Orono's commercial areas will be to provide <br />those retail, commercial and service businesses which are directly necessary to <br />serve Orono's urban and rural residents. Commercial development will be limited <br />to areas where full urban services, including municipal sanitary sewer and <br />adequate transportation are available. Commercial development of a regional <br />nature (i.e. "big box" retail) which would increase traffic, particularly on collector <br />streets serving low density residential development, will be discouraged.β <br />"6. Commercial and industrial development will not be permitted to adversely <br />affect neighboring residential property. The location, scale and types of <br />conunercial and industrial development will be controlled so as not to encroach <br />upon or adversely impact the primary residential land uses in Orono. Wherever <br />possible, natural land forms or buffers will be requiird between different land <br />uses.β <br />Additionally, the Land Use Plan section regarding Urban Commercial Land Use makes <br />the following statement regarding Navarre: <br />βThe major commercial center of Orono will continue to be the crossroads center <br />of Navarre. This area will provide sufHcient opportunity for neighborhood retail <br />and service businesses, plus adequate professional offices, to serve the needs of <br />most Orono residents. Accessory functions such as offices and owner-occupied <br />living units or limited multi-family developments will be considered appropriate <br />in or near the Navarre commercial area. The scale and type of retail uses in a <br />pedestrian-friendly environment is the most important development parameter for <br />the Navarre commercial area. The City will encourage redevelopment of <br />individual commercial sites in Navarre to allow for an expanded range of <br />neighborhood services and local small business opportunities.β
