I enclose for your review Section 78-3 which <br />I believe would be sufficient if it was placed in Chapter 58 to initiate a criminal <br />prosecution. <br />A ^ you, that in the Hennepin County District Court <br />mere lue 64 different judges with 64 different opinions concerning appropriate penalties <br />tor oMinance violations. Some will impose a misdemeanor sentence on the condition <br />that the person come into compliance and other judges wUI find the person $100 and <br />I«ve the system as is.
