Conditional use permit in order to construct a church, or related structure, within <br />an area zoned for one-family residential. <br />2. Hardcover variance to permit 43.8% hardcover within the 500’-1,000’ zone when <br />40.6% exists, 43% was approved in 1994 by Resolution #3485 and 35% is <br />normally allowed. <br />3. Sign variance in order to permit a sign measuring 8’ x 4’, or 32 s.f., where only 12 <br />s.f. is normally permitted. <br />Staff Recommendation: Staff recommends approval with the following stipulations: <br />1. A hardcover reduction of 483 s.f. so that the proposed hardcover conforms to the <br />43% that was permitted by variance Resolution #3485 approved in 1994. <br />2. City Engineer approval of the fmal grading plan, which should incorporate the <br />comments contained in Exhibit J. <br />The Planning Conunission may want to discuss requiring landscaping as a condition of a <br />hardcover variance approval; however the Zoning Ordinance doesn ’t specifically require <br />anything._________ <br />Pertinent Zoning Ordinance Sections <br />Sec. 78-348. Conditional uses. Within any LR-IC one-family lakeshore residential <br />district, no structure or land shall be used for the following uses without a conditional use <br />permit: (3) Churches, including those related structures located on the same site <br />which are an integral part of the church proper, and convents or homes for persons related <br />to a religious function on the same site, provided no building other than a residence shall <br />be located within 50 feet of any lot line of an abutting lot in an R district. <br />J
