The agreement sets forth broad shared powers <br />for carrying out housing and community development activities. The U.S. Department of <br />Housing and Urban Development (HUD) requires this agreement in order for Hennepin <br />County to qualify as an urban county and receive Community Development Block Grant <br />(CDBG) Program entitlement funds. This document was approved by the Hennepin County <br />Board of Commissioners on May 3.2005 and awaits action by your city council. The <br />agreement has not beer changed from the grey-lined draft you received as an attachment to <br />our February 24**’ letter. <br />As a community participating in the Urban Hennepin County Program, your city would not <br />be eligible in FY 2006 - 2008 to apply for grants under the small cities or state CDBG <br />programs. Your community will automatically participate in the Hennepin County HOME <br />Program and will not be eligible to receive HOME funds through the state or other <br />consortiums. <br />Please execute the city signature page of the agreement to indicate your intent to continue <br />participation in the Urban County Program. A sample council resolution is enclosed. <br />Return only an original copy of the city signature nage with the city seal and a copy of <br />the authorixing resolution. Please return these documents to thb office as soon as <br />possible and no later than June 30,2005.
